In his scenario the only possibility is a rogue will pre-immune his cc’s because he doesn’t A: force defensives earlier or B: bait defensives .
Literally root + flare forces cloak / evasion / both if you double tap from out of blind range. or w/e the surv ranged cd is called. sitting roots isn’t fun.
There’s too many variables in a 1v1 situation where hunter, or rogue, could make choices that affect the outcome to write it off to “rogues blanket immune every avenue of counterplay.”
And if it’s not a 1v1 situation it’s not a hunter v rogue problem.
