I don’t know where to put this really, but in PvP its really really noticeable.
There are a ton of damage modifying abilities, active or otherwise on various trees.
For example I can turn an unbuffed 20k mortal strike → 120k mortal strike with all the modifiers up.
It’s not about whether something is OP or not, but the design as a whole. PvP is a wet noodle fest until you get your modifiers/cooldowns etc. rolling, then things die instantly. But without them…
The design is such that you cant even buff the base damage of the ability. Say an unbuffed mortal strike hits for 40k instead, with all of the modifiers up its going to hit for 240k. This is just one example and its not even a great one, I’m sure there are so many more (sub rogue comes to mind). It’s really quite terrible and I don’t even know what the fix is from a designer point of view. A lot of the stuff they removed from past expansions has been slapped on the tree now, including all of the modifiers, and now its in the players hands. Pruning the damage modifiers and just buffing base damage might be the only way, but it would be met with a lot of derision. It would be WoD all over again.
I also wanted to add how “samey” all of the classes feel, especially melee! With all damage cooldowns, mortal strike effects, mobility etc… classes play very very similarly. I dont know, I might sit this one out. Its a shame because I was excited for trees to come back
