I remember hearing that characters on F2P accounts could only join a guild if there was a character on that same license that was already a member of that same guild.
That is obviously incorrect.
On the Starter Edition you will not have access to:
- All guild-related functions
Unless the source can be backed up or is coming from Blizzard, donât always trust everything everyone says.

Ok, so just tested with a new alt on an unfunded license.
While that alt was not able to directly interact with the guild interface and thus could not submit an application herself, she was able to accept an invite from my Guild Leader alt on my main license.

The alt on the unfunded license cannot chat in guild chat, nor can she access the guild bank.

I wonder if it has anything to do with having gametime on one of your licenses on the account, or whether it is something that shouldnât be happening? 
It was listed as a perk they were granting unsubscribed licenses in Patch 6.1:
General
- Accounts with an inactive subscription are now able to log in with the same restrictions that Starter Edition accountshave with the additional perk of being able to join guilds that characters on the account already are a member of.
