I am sorry, but no. The only way to apply a transmog is to assign it to the Outfit slot (we get two free), then pay the 5000g to save. If you want to change any item on that outfit it will cost 5 x as much as it does now to transmog that slot.
These are the costs to set up and apply 3 outfits on one character.

Your current outfit saves will go to a Custom Sets tab and you can still make drafts over there. You have to have an unlocked outfit tab though and pay the transmog costs to APPLY it to the outfit so you can use it.
The new system is actually cool, but the costs are prohibitive. This is not just a new feature I might not care for or use (hearthsteel), it is taking away a system I heavily used and spent years investing time transmog hunting, buying, farming.
For anyone who likes to switch out items in their outfit regularly it is very punishing and takes away a core feature we loved. For anyone who is “set and forget it” then it provides great benefits by updating the slot, not the item - so new armor does not change the mog.
I think the answer that would make a lot of people feel less penalized is:
- Make the Outfit tabs account wide unlock (esp with it being 800,000 to unlock them all).
- Keep the cost per transmog slot the same as now, not 5 x higher. Better yet make it free which is what I want, but won’t get. So I will settle for keeping it the same. Don’t take things away from people or punish them.
/Strides into the lounge with a grim face. Fills the coffee vats with hot, fresh coffee, restocks the tea supplies, creamers, sweeteners, etc. Sets out some hearty breakfast sandwiches, portable fruits, and cranberry orange muffins.
/Grabs coffee in travel cup along with a sandwich and an orange. Packs up combat pens, paper notices, and glasses.

Other than that the squishing test went really fast and well. They were not busy, the forms were easy (I have no history personally, and no family history), and there was no waiting really. It was not as bad as I thought it might be. A tiny bit uncomfy but overall very reasonable. I think the whole trip took 20 mins from my house to being done.
