Crucible of Flame Rank 2 quest not appearing

I have a necklace level 66, and the Crucible of Flame rank 1 essence. I have continually gone to the chamber of heart, yet this quest is not popping up.

Is there another trigger? Do I need a certain iLvl?

I took a peek and you do have “In Darkness, I Dream” in your quest log. So you seem to be on track to get rank 2.
