When I went to check that, I found the behavior fairly inconsistent. There were periods where I couldn’t fill an embellishment slot (much to my chagrin as I had to cancel and re-submit the work order to my crafting character), you are currently able to provide one through public orders (I placed an energy redirection beacon onto a cloak I posted in a public order). It could be a bug that I was unable to place it before, or it could be bugged now, or it could be neither.
While I can understand the frustration, there isn’t a way to refund a work order. If you think there is a bug, you can file a bug report, but it is unlikely that will result in a change to your personal item.
In the future, if you wish to ensure that no embellishment is placed onto a piece, you will want to provide an embellishment remover, Griftah’s Heavy-Duty Embellishing Powder for this expansion, which will fill that slot instead of leaving it open to the crafter. You can find that at Griftah, between the Forgegrounds and the Weaver’s Lair tunnel in Dornogal. Unlike other items in the slot, it won’t affect quality and won’t make the item unique equipped, so you can ensure that nothing gets placed in that slot you do not wish to be.

no lol but based on my experience, you are able to add embellishments as the crafter
i tested it on my own alts, sent an item to be crafted and my crafter alt added the embellishment
