To be fair most flags deserved it - most, but others that should be flagged for that Code breaking aren’t. Then again I’ve seen a fair amount restored or lately, just modified.
The only part I find odd is the reading requirement.
Even when it was around, the WoW forums were never a heavy “upvote / downvote” engaged place outside the first couple posts in a thread. There are exceptions, but the culture of being heavily engaged in that fashion wasn’t around at the start, and it never really caught on for the couple years where both upvoting and downvoting existed together.
People rarely remembered to upvote except with the very first posts in a thread. Downvoting, meanwhile, mostly functioned as a very dumb tit-for-tat thing between two individuals fighting. I remember reading through threads back then, and you’d see “-1” over and over and over and over again, thrown at each other by two posters disagreeing in their replies.
I do think a downvote function could be useful if it was limited to only being present for the first post creating a thread. But after that first post, the level of engagement in voting just drops too much for it to be useful, and it devolves into that tit-for-tat stuff I just described.

Oh, they CAN, the software for the forums is setup by defualt to work with the Bnet account and only grant the Trust level, likes, and flags at that level. So on every other Blizz forum you are limited to 5 a day per Bnet account.
They made custom changes to WoW to move those to the Character level. That allows people to have 8 WoW licenses per Bnet account with 50 chars per license. So 400 Chars who each get 5 flags a day. So in WoW one bnet account can generate 2000 flags in one day if they worked hard enough. (assuming my fast mental math is right).
So, compare Blizz forums per Bnet account. The rest get 5 per Bnet and WoW gets up to 2000 flags per Bnet.
To fix that all they have to do is have our Trust level, flags, likes, etc bound back to the Btag and let us post with that and use the char as an avatar.
Yes, this has been suggested and there are people in favor, others though value the “character” thing for WoW posting.
