Why not let people avoid others in RSS that way if someone leaves, or is a dh/war player, you can just avoid them and then you just get to a point where only leavers are fighting other leavers because they’re all on avoid.
Although it would take some time to avoid all the leavers…
Because people will also use it to avoid specs they don’t like fighting.

I’d basically have to avoid every ele shaman at this point as clearly the majority of them suffer from mental illness.

I really really hate running into 3k+ xp streamers doing “viewer carries”. 
Can blizzard add anything new after expansion launch? No. Just never. It doesn’t happen. Half baked is the product we always get.
Because I would blacklist every shadow priest, demolock, dh and w/e good caster specs are left and collect free rating. Ofc, I would do so preemptively by looking up every single one of them within 200 ratings of me.

One thing to note is that player pools are also much smaller at high ratings, which makes it vastly easier to manipulate lobbies by removing even a single player.
Also, you need 6 people. What if they all block various iterations of other specs that counter them, then no one can queue with each other?

No this is not the case. Remember that there is an excess of DPS. The reason queues are long in the first place is because of a lack of healers. There are plenty of DK, Sin rogues, warriors, WW, etc… even after removing those specs. You are still put into the same MM pool but all the game is doing is forcing you into specific combinations.
As a matter of fact, I will have no issues finding other dps to match with as nobody will blacklist rets. However, spriest, demolocks, dhs, etc… will find their games to be extraordinarily slow as every spec are going to blacklist them. They will even blacklist their own spec meaning they will literally NEVER find games. They are effectively extremely marginalized or removed from the matchmaking pool outside of the very few people who don’t want to blacklist them, which would make every other dps’s queue just faster.
The fact that you haven’t considered this is extremely short-sighted and have no idea how to exploit game mechanics.
Oh, I guess I will also blacklist hpal, since ret/hpal is irredeemable garbage comp with the way forbearance stacks…
Blizzard does 0 effort approach to Solo Shuffle and doesn’t fix any of its issues with leaving/mmr/demonhunters after launch. Delusional player base asks for more features!
