Anyone know if we can upgrade this gear with honor that we get out of the cache? Say I get the 213 item this week (1600) then push 1800 next week will I be able to upgrade it to 220?

Would be very blizz like to make it so you cant upgrade vault gear.
That wouldn’t be very fair, Bc say you did mythic plus and got a piece of 213 gear in your vault, you can’t then increase that to a higher ilvl. So how is it fair that pvpers can doit? Vault gear should be locked at ilvl that you earned
