Is the conquest cap supposed to reset weekly? I just got an increase but it kept the conquest from what I earned last week. So I can only earn like 600 conquest this week.

Sparks of war quest gives 1000. PvP WQ give 50 baseline and some PvP WQ give 500 as reward

Sparks quest takes like 10min and you can cap the rest of the season just waiting for 500 bloody token wq. Its pretty chill
Having come back this early into the season, you’re not behind on gear that much at all. Only 2 weeks worth of Conquest which you can make that up lickety split. Also, for the easiest 250Conq you’ll ever get, q for Wintergrasp - there’s a quest in the beginning area to kill 10 players (NPCs count as players in that BG). Doing world quests in Warmode (they dont even have to be the pvp WQs) gives 100 bloody tokens each.
Also, since you said its been a couple years since you last played - when you reach 2500Conq earned for the season (which isnt possible until next weeks reset) you’ll get a token / currency automatically that you can use to acquire your weapon(s) for free. So, again you’re really not at all behind in the gearing curve dont fret.

You can gear up through arena and bgs but you just cant max out gear in a day. I just started playing again myself a few days ago and already am max conq and have 2set with the rest being crafted/honor gear. You’re not far behind at all. This week on tuesdays reset we will get a free conquest weapon so start chugging away at bgs/solo bgs
You can and without even stepping foot into ranked or pvp at all, actually. 
With honor gear sure but not conquest
Absolutely with bloody tokens and conquest.
The only thing you’ll be missing is the heraldry item and that’s just a few wins of ranked away, or one epic bg. Although getting full bis before you even queue is kind of detrimental honestly.
You cant have full conquest gear two weeks into the season though. I have 3 crafted and two conq that I converted to tier then have bloody boots and wrist but the rest is honor gear
No, you can have bis though (well, ignoring pve vault stuff and partially ignoring 720 spark pieces)
Yea true but for myself and I believe the OP who just pvp you are capped out with what you can get with conq/bloody/honor

Hi I am somewhat new to pvp and I’ve been having alot of fun in random battlegrounds on my mage. I am curious what would be the best way to get 1800 rating? I just want the elite set because it looks cool.

You have to try to not get 1800 in that mode
You’ll be minimum 1800 in about 20 matches give or take
