I wouldnât use Loot Council because cliques form.
A rotating loot council might be okay but Iâve never seen it done.
DKP is okay,
EPGP is probably the best system for a guild that strives to help each other outside of raids. You can give people EP for doing things like participating in guild events, helping with quests*, helping them in PVP if they get camped or something.

Loot council is great for top end raiders who are pushing content. Otherwise itâs trash.
