I didn’t cloak skip on all my alts last week… and now I’ve found that I can choose the cloak skip but I have to do the intro chapters again? This is lame.
If you have the achievement from doing the intro to phase diving, you shouldn’t have to do anything except talk to the dude in Dorn, go through the portal, talk to the other dude and skip. Then just go out to the little island and nab the cloak.

They changed it a little. Once you go through the portal and close the first quest, do not talk to the guy in front of you, just open the map and you’ll see the skip quest turn in where Hashima is (or whatever his name is), you can just fly straight there and pick up the cloak

Yeah, but you can’t access the quartermaster - I assume until after you’ve done chapters 1-3?
Why? This is what skips everything.
You only have to do Chapt 1-3 on 1 toon. You don’t have to do it for any alts. The skip is still there. Alric’s post explains the change.
I get that. I have the cloak. I do not have access to the quartermaster in Tavesh. I have the first quest on chapter 1 and that’s it. (and the world quests are active too I suppose).
y’all are right, something is missing. I was able to get my cloak, but like you, I did not get the skip option and the vendor is not available
Yeah, I went back on my main to see if the QM moved but Om’sirik is still there. I suppose I’ll play a bit through the intro and see what’s up.
We are not the only ones, I just noticed this, K'aresh campaign skip bugged

I hope they fix this… if not I’ll probably have to play through again on my paladin.
So why aren’t y’all talking to the dude at the podium in Tazavesh and clicking on the “I’ve heard this/done this before, skip me forward” option?

He does! I just finished going through the first 3 quests and came back to him… he now has the text to skip. And the QM is available.

Edited because apparently that option exists, but in a weird roundabout way now. LOL
I’m wondering. I remember seeing stuff on the wiki about a skip being intended for up to just past the Manaforge Omega raid. Is there any chance that the skip could’ve changed to that and now requires first quest of chapter 5? 
Hmm. I just went back on my hunter and it seems he has the skip available on Om’en too. Weird.
It is there… I just did the skip on several alts a short time ago.
Since I also completed chapter 4 on my main earlier today, the skip now includes that chapter as well.

My paladin got put into a funky state - even after I completed up to the Manaforge on another character. So after a little poking around, going back to Om’men and boom - there was my option just like last week.
You almost nailed it. As of Tuesday’s morning maintenance you must complete up to Chapter 4 for your alts to be offered the skip. I’ve verified this on several alts over the past hour
