For classic WoW if you (not someone else) has a character with the same name of the character you are wanting to transfer to the server that has that same name character, will you be allowed to change your character name or is this not allowed? I do not see classic WoW has a name change service so I wasn’t sure if this was something that is allowed or not. Thank you!
Yep, if the name is already taken, you’ll be prompted to select a new one. It’s in the Classic tab of this support article:
- If your character’s name is taken on the destination realm, you will be asked to rename your character at no extra cost

Even if the person doing the transfer is the person that has the character with the name on the destination server already?
If the name is taken, the name is taken 
I don’t think that the transfer system has ever looked at ‘who’ has the name, just whether or not it’s currently available and then flags for a name change if necessary.
