I get what you are aiming at. I like the concept of what you are aiming at. But I think, for the sake of simplifying things a bit, how about…
Server Cluster A - Classic all day, all night, #nochanges, no xpacs
Server Cluster B - Classic…along with whatever comes next (TBC, WotLK, for example).
The idea of a server “reset” … I mean … I get it. I know what you mean about having a fresh server with a fresh economy, etc. But I think this might fit better if Blizz just released a new server for Classic after a year (or more) and denied any character transfers to that server. Based on the results of the population that dive in for the “fresh feel”…future plans can be made (or not).
So wow classic is a hell simulator now?
Yeah, nothing like a fresh server rolling out and half of your guild members rerolling, leaving the rest of you in the dust while you’re still working on things. Fresh servers are terrible for the community.
In addition, being constantly pressured by time-limit further emphasizes a “go-go-go” attitude that’s plagued private servers for so long. I’d rather these players, these freshcucks, leave forever tbh. To them, others are just tools for their personal goals. Screw 'em.

Wouldn’t it be easier to clone the current classic servers, bolt TBC onto them, and rename them, leaving the current classic as is? I’m all for the TBC crowd getting their fix. But I’d rather there be some eternal servers for classic. Yeah, the events will only happen once, but it’ll slate the nostalgia trip classic is riding.
Fresh wouldn’t come out til long after p6, if you’re still working on things, that’s a you problem.
idk about cloning, there’s far to many classic servers to sustain even classic in the long run, new servers to copy/transfer to would be better.
It is if you need to rebuild the same character over and over again.
As long as we’re in the clear that these be separate servers, I have no issue with it.

By that logic shouldn’t people from retail be able to start at 60 in classic wow?
It is also not considered for them to be at an unfair advantage as they were there for the original launch.
Doing this will enrage retail players who want to go back to wow classic but is forced to go through the levelling process again in 2019, if we are talking about (and should) talk about #NoChanges.
Talent trees and levelling were very different in TBC and WOTLK.
There is also next to zero reason to think you will be able to start with full prebis ready for the next expac if we look at both sides of the coin.
Ultimately if copy character to the next xpac is allowed, thats technically already adding expansions on paper. That is supporting classic + and non vanilla content.
If I were a hardcore tbc or wotlk fan, i will go back to Pserver just to show Blizzard there is demand for such servers instead of rolling on classic . A portion of the players with an active sub who play classic or demand for tbc or wotlk is not an accurate estimate of those who really want TbC and wotlk. They only add to how popular wow classic, already is and add to the argument that wow classic should always stay wow classic.

Sorry but almost everything you posted doesn’t matter. All that matters is blizz will make their best guess as to what will make them the most money. That’s what we’ll get. Will more people stay if they release bc or more people leave? If the allow players to transfer will they get more subs? If they have separate classic servers and bc servers will they get more subs? How to get the most subs is the major consideration.
