Clarification on when you can enter AQ40

i am looking for verifiable proof from blizzard.

when the scepter quest is turned in and the gong is rung.

can you enter AQ40 / 20 at that very moment, or do you have to wait the 10 hours after the gong has been rung?

not looking for 15 year old memories here guys, need solid proof. As im hearing conflicting opinions.

Once the gong is rung on a realm, the 10 Hour War begins. Once the 10 hours has elapsed, "Bang a Gong!” can never be turned in anymore, the two Ahn’Qiraj raids will open, and the “Treasures of the Timeless One” quest will become available.

Is this proof enough? Or do you want an academic, peer-reviewed paper on the subject?
