I doubt it would be genocide by any measure. Hell, if nuclear war were to happen we wouldn’t blame the side that retaliates and point it on the side who started it.

I think only vulpera would qualify for this, as the other allied races join mid-war. So you’re still required to at least nominally support the regime before it’s over. And it doesn’t solve the issue that basically all existing older NPCs now have a guilt-by-association lens over their heads.
It sucks because I thought the horde’s pitched premise for WoW was really neat - that even if you’re of a monster race and rejected by the “normal” ones for it, it doesn’t mean you’re evil, and could still feel like a hero in your own right. That’s soundly closed off now (unless you consider cute little fox things to be a monster race but eeeh). As all future races will likely be neutral, none of them will qualify. And there’s not another MMO with the same premise so…

She wouldn’t be attempting Genocide if the Horde had not actually COMMITTED genocide on her and her people.
Since when was Theramore a genocide?
They classified it at the trial against Garrosh. Theramore was a genocide on the nascent nation and this was after these people suffered a genocide in Lordaeron. The survivors were taken to Stormwind, but there weren’t many.
