I am having the same issue, have two level 60’s already, opened up the portal to SW on a level 20 finished the tutorial, met the sit in king. still says i must tour the city and meet the king.
I also have a dark iron dwarf and a light forged level 18 and 13 and can use Chromie. They did not go through exiles reach though.
This is broken for me. I put in a ticket, they told me to finish the Speaker of the Horde quest, I did, still nothing. Can’t believe it has to be this hard. What are they thinking??? Do they stay up late and night and go: “Hey! Let’s make them do all these stupid walkaround crap before they can play the game!”
If you already have a max level character but choose to take the city tour, your character will be pushed a shortened version of the Battle for Azeroth questline. To unlock the Chromie Time option, you must complete the introductory questline up through A Nation Divided (Alliance) or Speaker of the Horde (Horde). Once you have completed the introductory questline, you can go back to your faction’s main city and talk to Chromie in Stormwind or Orgrimmar to pick a different questing area.
This is still bugged, of course.

there are various issues discussed in this thread… most are a simply misunderstanding of how things work.

After not skipping the city tour on accident (I’m not even sure I had the option to do so), I then did the BFA intro quests and obtained the achievement “Come Sail Away”, then I went back to Chromie and she still told me to finish the tour of the city and talk to the king.
This issue only happens if you go through exile’s reach, leveling through the old starting zones completely prevents it, you should just be able to use Chromie Time the moment you land in Stormwind, the fact that it can try to force the BFA intro down your throat and make you stuck there is a problem.
I actually managed to get stuck again after remaking the character, sure, it probably is completely user error, but allowing the user to mess up to this degree should be fixed, there should be a big popup giving you the option to go straight to Chromie.
Still happening. For me, same story as above, but no solution yet. I don’t want to remake my 38 mage, but I don’t know what else to do.

Still happening. Just accidentally clicked on an npc related to the tutorial after skipping it and got sucked back in. no way to get out. Have tried ALL of the above.
(but DID find a work around. have a timewalking player who is NOT stuck party with you and select the timewalking timeline you want. finish the quest, leave party, and you’ll be able to swap timelines at chromie freely from there on out. (but the hourglass is still missing/something is still broken. at least it’s useable)
