You can’t send or receive messages while chat is disabled. Im getting this problem and it just points to the option to turn chat on and off. I have never used the option and it doesnt seem to do anything.
Or you’re silenced, follow the rules. Read the social contract before agreeing.

I dont enjoy people quitting 30 seconds in and boosters. You should make that more clear instead of just having a poor error message that doesn’t explain the issue.

Penalties don’t drop off either and stack. So next time won’t be a week without talking, it’ll be a week without playing and go from there getting heavier until Permanent closure.
Best rule of thumb is never let your hands do talking in game that you wouldn’t say in a more professional setting that could get you fired. The old saying of “If you can’t say something nice, don’t say anything at all” is a very good one to take after.

I believe you receive an email as well when you get an account action
But, do avoid such language in the future. The penalties will increase next time.

You should have received an email notifying you of the account penalty. It would have gone to the email registered to your battlenet account that you use to log in.
Check your spam, promotions, and other filtered folders.

The issue I find when getting a notification email about actions sanctioned against you, is that they always seem to be broad about what you’re in trouble for. It says “Abusive language” but doesn’t provide any additional information as to what is considered abusive language.
I for example never use profanity in chat, but every once in a while I’ll get actioned for abusive language, and I try my darndest to be careful what I type into trade chat. I don’t know, could just be me, I’m not looking to be argumentative.

It doesn’t need to contain profanity. Targeting somethings intelligence, race (actual), gender etc in a negative light can also be considered abusive.

They ought to send you the specific chat line that resulted in the account action. They used to, but do not anymore (I don’t really know why). You can submit an appeal ticket and request the specifics of what you said that violated the rules. Here is a link to an “updated” support article about Account Silences:

If I recall, what was included in the email was often a very small snapshot which sometimes didn’t include any obvious chat infractions (which were revealed in the whole logs), so it was more problematic than good.
The irony is that EVERY SINGLE TIME we see these threads, the blues “remind” the OP how toxic they were. It’s not like it’s something that the creators of this thread don’t actually know.
What they think is that they can type whatever they want and pretend they’re innocent. I’ve never seen a thread where it turned out the silence was in error.
They no longer include it as there is/was a bug where the wrong text was being included.
At the end of the day, people need to learn that being terrible and toxic is not going to fly and that they’re cracking down on it, now more than ever.

It wasn’t GMs including the wrong text. It was the system. That requires a software fix and we do not know the complexity of such a fix.
At the end of the day though, the point is moot. The offenders are only hoping to pretend they’re innocent. Until I see a case where that’s actually true, I’m going to side with the GMs actions instead

It seems like you would like to add a suggestion for the devs to review. You can post a suggestion in the appropriate forum or use the in game suggestion feature to accomplish that.
This is forum is not reviewed by the Devs or even GMs so your suggestions on this particular forum will not bring forth any change as you are obviously hoping for then.

I think part of why they don’t send the chat logs is because it may be less about what is said in any given message and more about the overall intent an entire conversation might have.
E.g. it’s possible to toe the line of acceptable behavior over multiple messages with a net result of excessive toxicity that inevitably pushes the interaction into unacceptable.
