Hello. This character has been faction changed to horde, for about 2 weeks. Then faction changed back to ally and it’s been about another 2 weeks and it hasn’t updated on forums. Is this normal?
Quite. The forums updates on it’s own timetable. You can try resetting your password to force an update, but that not always works.

I can still post and forums function well the only issue is character armory isnt available
My characters on the forums wont update either. how long does it normally take?
Thats a tricky question can be instant or takes awhile sometimes changing password sometimes works.

Generally, your forum avatar/Armory Profile should update after you have logged out of the character. If it does not, it may take several days before it will update. It will usually happen during weekly maintenance.
Unfortunately, there isn’t a way to force it if it is being stubborn, but if the avatar doesn’t update after a week or so, we recommend posting in the Web Site Bug Report forum so our web team can check it out.

Yeah, it has updated on the website but not the forums. I will report it to Blizzard
