So I just bought a transfer, and I am trying to do it. I click the transfer on character select, select my character, type in the server I want to go to, click accept, then after 5-10 seconds it refreshes, and the transfer is still there and the character isn’t transferred. I have made sure I have no auctions, no mail and nothing in the bank.

You said you “just” bought it, so I’m giving this info assuming you did this within the last half hour, maybe.
It sometimes can take up to 24 hours for the transaction to complete and for it to show up.
You can also look at your purchase history in your account and see if it says completed.

Would the transfer show up for me in game if it’s not complete and let me try transferring?
Unfortunately, no. The transaction has to complete before game services become available.
That’s why it can take up to 24 hours, to give the transaction time to complete.
Then it’s complete. I clicked the transfer on character select, select my character, type in the server I want to go to, click accept, then after 5-10 seconds it refreshes and the transfer is still there and the character isn’t transferred. Updated OP to be more clear.

Ah, I gotcha. I thought it wasn’t showing for you at all. Apologies.
I know there was a problem with transfers a little while ago, but I am unsure if that has been resolved. An MVP would know better, or one of the blues.
Is the character in question the owner of a house? If so you’ll need to transfer ownership before you can move.
