Character transfer Packs

I was wondering if these character transfer packs include transfer from 1 account to another. I’ve been slowly moving my characters from my second account to my main and would love to just take the hit for the discount and get it done.

There is currently an issue that does not allow a character using one of these tokens to transfer to a different WoW license. There is no ETA on when they will have a resolution as of yet.
