I am hoping someone here can point me in the right direction.
I have an inactive WOW account that has a character that I am wanting to transfer to my active account. Both accounts are under the same BNet.
I was looking in my BNet account to try and figure out how to do that but I am not seeing that option anymore.
It looks like it has to be done in game now, but since that character is inactive (Level 46) would I have to resub the inactive account to do the transfer or is there a way to do it that I am not seeing?

No. All character services are done from the character select screen now, and you don’t need an active subscription to get that far.
However, depending on how long the license has been inactive, you may need to have a game master’s intervention to see what they can do. They’ll respond to your ticket within a couple days (or sooner, depending on what category you used) and should be able to get you sorted!
As Ekon mentioned the account itself doesn’t need to be active in order to initiate a character transfer, but if it’s been awhile since the character has been logged in you’ll need to pop in to “refresh” it. This is to help avoid any complications caused by older character states that would have been updated over the years while logging in and playing normally.
Our staff can usually help there by providing a day or so of game time to allow you to log the character in yourself. Current response times have started to creep up, but I’m looking at under 24 hours at the moment.
I would recommend using “Purchase Failure” as your category in this case. Properly categorized it might allow our staff to get to you a bit quicker.
