Hello, I have just logged into retail for the 1st time since Legion and I have one of my toons missing. It had a lot of gold, items and guild bank etc. I have tried to select character restore but says there is no Characters to restore.
I thought blizzard did not delete characters?
They don’t delete characters, correct.
If you provide the name and realm it was on, it’ll be faster to track down.

if the character select screen is empty after you’ve selected Jubei’Thos, try creating a throw-away character on that realm.
I’ve seen Orlyia recommend it very recently, so I think it’s still a work-around 
I see a character with that name on Frostmourne, which is connected to Jubei’Thos, but there isn’t a character on Jubei’Thos with that name.
Thanks for that but why was my character moved to Frostmourne? I never moved it.
Unless you transferred the character from another Battle.net account, it was never moved. There are no deleted characters from Jubei’Thos that indicate it was transferred from there, nor any record on your account that the character has been transferred on this account.
In fact I have to update what I said earlier. There is another character named Bankingftw that is already on Jubei’Thos on an entirely different Battle.net account that doesn’t match the name on yours. That character was created in 2008, a year before yours on Frostmourne, and it is still there.
Since it is under level 10, there is no way it could have been transferred, unless it was through Free Character Moves, but I don’t see any record of that.
Once again thanks for your help. I located my “missing” character which had all of my items etc.
The Character in question has been moved without me doing anything. I had a heap of level 1 toons on Frostmourne to try and keep some names only.
The Character like the rest of mine were all created on Frostmourne back around 2008/2009 and I transferred all of them over to Jubei’Thos in Warloard of Dreanor.
Those Characters that I am talking about are all on this account which has all of my Wrath Toons on it too. The other accounts just have random low level toons on random servers.
Is there a way I can get this character moved back to the original location/server?
Edit: Can you see when I moved all of my toons from Frostmourne to Jubie back during WOD? It should show all of those transfers including my banking toon and guild?
The only way they may do that is if they can show some point of the account being compromised in your time away. If no compromise can be proven, it will be on you to purchase character transfers for those who are eligible.
But from what Vrak was saying, you may want to double-check that you don’t have a secondary battle.net account that was created somehow? If it was an older account that perhaps you made under a false name (which is a whole other matter in itself.) If you resolve that issue, under the assumption that it is also your B.net account, and level that bank alt to at least level 10, you could transfer it from the older B.net account to your active one.
They cannot combine or merge accounts, but Retail characters can be transferred between accounts where the names match. Just be aware that any account-wide unlocks such as mounts, mogs, achievements and such remain with the original Battle.net account - in case you’ve got something older that you would think would go with the characters.
Vrak and the other SFAs don’t monitor the forums 24/7, but perhaps in the morning you could get a response. Though it may take a ticket to do any deep diving into your history.
