After leaving the game mode’s menu I noticed characters were in the camp that weren’t normally there, then realized all 65 current characters I have are way out of their normal arrangement.
In case it’s not clear what I meant, talking about the way you can click names to grab characters and move them around in a certain preferred arrangement in the UI. Seems like getting into Plunderstorm just moved them all over the place.
Can confirm I am having this issue too.
It happens when I exit Plunderstorm.

Ugh, what a mess. And still no sorting options or filters!
54 characters rearranged out of order, it’s a lot to put back into place. I will avoid hitting Plunderstorm again until this gets fixed.
That won’t help. I’m not touching Plunderstorm with a 10-foot pole, and yet it happened to me too after a disconnect. The “random” order isn’t random either, it’s last logged in.

So it’s been almost half a year and the basic character select screen, on top of the trash interface design, is still buggy and not working properly. Got it.
It’s very annoying. I’m not even going to bother rearranging them all again til they fix this 
Mine were literally put in the reverse order from how they are arranged normally. Might have something to do with last login order since I usually go through them in order to craft things.

Yup, same has happened to me; I’ve at least 50 toons that I had arranged alphabetically by class, then alphabetically by name. Now we all get to do it ALL OVER AGAIN! Yay!

Not sure if it was that, as I had only recently been playing on 2 toons, & I still had every character moved about in the list. Just good ol’ Blizz things…

Time to log into my characters from bottom to top.
Having to rearrange my entire list of characters back to how they were before after EVERY visit to the Plunderstorm screen is annoying, and the only way i can even play Plunderstorm and not have my list get screwed over is through playing the game mode while logged into a character by entering through the PvP queue list. If I have to do that every single time I want to play Plunderstorm to not have my character list screwed then I guess I have to do that until its fixed.
Nope, it happened to me, I have characters I barely use in my favorites list and no matter how many times I change it, it goes back to them.
