When I try to transfer my character after choosing the server and accepting nothing seems to happen.
I was able to successfully transfer my character from one realm to another.
Make sure that it doesn’t fall under any of the restrictions before doing the transfer, and don’t log in to the character during the transfer process.

We’d need to know which character/realm you are referring to, to even begin to look into this, if it’s still an issue.
