Hi CS Forum hoping that someone can help me in some way. With the down time, ie 7 am to 9 am, being that i live in Australia is there any way to change that so it reads in my time zone and i am not having to try to look it up each day atm with the new expac being out?

ChatGPT does a great job of converting times like this 
The developers decided they would announce all game-related events in US Pacific Time. AFAIK, the launcher (which is a separate product from WoW) simply displays the text of the announcement and doesn’t have any capability to mangle time strings, so you’ll have to do your own timezone math.
If you want the launcher to be capable of displaying announcements with timezone shifts, you’ll have to request it in the appropriate forum (which is not this one).

7 to 9am Pacific time translates to
Local Time: 2024-08-28T14:00:00Z to 2024-08-28T16:00:00Z
To do that you can open a post window then click on the Calendar item in the icon row. It is second from right. You will insert two items. Start time and end time. Base it on the date and time blizzard gives you.
So I set it to Wed Aug 28 (default is today), then scrolled down the cities until I got to Americas Los Angeles. Then put in 7:00 am. Insert.
Repeat for 9:00am
The local time display should be based on your computer settings that are detected by your forum browser.
