I am on a new character and can’t find the start to the quest line anywhere so I can’t unlock flying on this account, Bolvar doesn’t even have any quests for me either.
Is it on this toon or another toon.

Maybe check the portal room adn see if theres a portal to oribos that step mite get skipped in the boost.
Did the boosted character choose their Covenant upon arriving in Oribos?
Dont think they even been to oribos thats the problem they cant figure out how.

The boost sends them to Oribos.

They went back to org thats why i suggested go to the portal room and see if the oribos portal is there.
Hmm, I had not seen where they mentioned going to Orgrimmar.
I assumed he was in org i guess that wouldnt make sense were trying at least.
OP – Is this your first level 60? If so, I do believe you will need to do more with your Covenant campaign in order to move on to venturing into the Maw & Korthia.
I picked my cov and thats all I can do, no quest campaign
So in your Covenant Sanctum there aren’t any available quests for you?
Well, I transferred a character from a diff account that has her cov campaign completed, but this account, before that on this account I never completed a covenant campaign.
Which Covenant did your Paladin choose? Has the Paladin physically went to their Covenant Sanctum?

As far as I am aware, you need to complete the intro to your covenant. If you look at your quest log it should indicate which quest you need to do. You are on Taking the Seat, try finishing up those quests.

I just want to add that I have this issue as well. First lvl 60, I only have a lvl 50 from buying shadowlands itself and a lvl 28 that I’ve leveled normally. I will say I’ve spent over 30 hours playing my lvl 60 alone and it’s almost all been covenant quest (with some other stuff too) but I can’t do chains of domination storyline on her at all. Still. She’s over 50 renown with her covenant.
