Yep! 424 in arenas and bgs.
It will keep the scaling, but it may change the secondary stats on it.
It retains the iLvL scaling of the piece of PvP gear that you use. If you use the upgraded world pvp gear it maxes at 421ilvl, and conquest gear is 424ilvl.
The PvP gear converted in this way will also retain the ability to be upgraded with honor for PvE items levels, based on your current rating in arena for those unlocks at the vendor. (Max 9 levels).
Also! Don’t forget that only the normal tier slots can give the tier bonuses (helm, chest, shoulder, gloves, and legs). If you upgrade a bracer for instance it will not give you part of your “tier set,” it will only change the secondary stats. This can be useful in some cases because PvP gear may not offer the secondary stats that you want. For example pally can get Vers/mastery bracers by converting PvP gear, when the normal choices only include crit/Vers or haste/Vers.
