This is essentially gatekeeping bloodsail rep atm. Some people, myself included are trying for exalted. Then grinding goblin rep back up, with the new zandalari quests being partially booty bay related, this makes it hard for people to do since the guards are busted overtuned atm. Preventing players from doing grinds that should only take a few days and preventing quests.
