Casinos using /say and /emote

I understand advertising gambling publicly is (supposed to be) against the rules.

There are casinos on Moon Guard that use /say and /emote. They don’t actually advertise, such as “/say Come try my casino!”

But they do gambling actions. Such as “/say bets 1000 gold” or “/emote I gave 1000 gold>.”

Is this against the rules, or is it okay? I don’t want to report something that is allowed and waste everyone’s time.

On the other hand, my ignore list keeps getting bigger trying to filter out all these casinos.

The rules technically only is for advertising, but enough of what you’re stating could be reported for spam alone.
