I think I remember seeing that it can’t be in your warband bank, has to be on characters.
Have they purchased actual gametime or a subscription since 2017 using real money?
Also, the gold will need to be on the character, and not in the Warbank.
My 6 month sub just ended like an hour ago, was kicked out to character select so I tried it.
Would be awesome if they had this posted somewhere visible.

It is, but you would need to look at support articles for that info. Afaik it has always been the case that characters on a single realm contribute to the cost of the WoW Token.
Starting with The War Within expansion pre-patch, all your characters are shown in a unified character selection screen. However, gold from characters in different realms do not contribute to your total gold when buying a WoW Token: the gold must all be in one single realm.
In addition, gold in the Warband Bank does not currently count to buy a WoW Token.

Update: A nice GM gave me 1 day of game time so I could use my gold in my warbank to purchase a token!
I know some people like to post that customer service is almost nonexistent these days, but they took care of my issue!
