If you’re talking about the quest at renown 7 I’ve already done that and I still can’t upgrade my gear and I see no new quests.

I’m having the same problem. I even went up to renown 23 and it still says I need to be 22.
You get a quest at Renown 22 that gets turned into the Oribos pvp vendor; getting 22 by itself without turning in the quest that follows isn’t enough. Did you pick up that quest and turn it in?

Hey there, I´m having the same problem with my pally. I got renown 24 and the vendor still asking me for renown 22 to upgrade my items. Could you solve this problem?
You need to pick up a quest on the renowned guardian, that is on ur sanctuary.
After getting renowned 22, a orange quest will pop up in your sanctum. It asks you to go to Oribos and speak to the PvP vendor.
This is not a bug, you’ve just missed the quest.

For people confused like me that Googled this and ended up on this post and still aren’t sure exactly where the quest giver is (because it wasn’t right in the middle of everything and wasn’t a campaign quest)…
Once you hit renown 22 there will be a quest to take to the PvP vendor in Oribos that will unlock the armor upgrades.
The quest for me was called Kyrian Tactician and it was given to me by Iona Skyblade in Elysian Hold… It looks like the quest for the other covenants are called “Night Fae Tactician”, and “Necrolord Tactician”. I can’t confirm the Venthyr quest name.
Walk around your covenant and it will appear as an orange ! exclamation point on the mini map… different from a regular yellow ! quest, and is not a campaign quest.

Just bad Quality Control on Blizzard’s part really.

And once you reached renown 22, did you do the quest from your sanctum to go to Oribos and talk to the PvP vendor? That is what unlocks the upgrades.
I disagree. It’s just another pitfall to trip up low information players. The more of these they put in, the bigger the gap between the top players and average players. Working as intended.
Has nothing to do with the quality of the player. Just a pointless quest. Noone needs to be reminded since the only real reason to grind renown is to upgrade PvP gear. past that is is just a grind for mostly cosmetic stuff and campaign quests.
You need higher renown for the conduits as well, and I’m pretty sure random renown levels give you bonus stamina. There are some other reasons as well, although I find this quest pointless.
