Just want to add my voice to the conversation. I am having the same problem others describe here.
I am attempting to start questing in Dread Wastes on a lower level character, in order to get the Loremaster achievement, but I can’t start the questline. The breadcrumb quests “The Threat in the South” and “Dread Space” direct you to Bowmistress Li atop the wall between Vale of Eternal Blossoms and Dread Wastes.
I can see the quest giver from a distance, including her yellow question mark, but when you get close Bowmistress Li and the flight master and the meeting stone for the nearby dungeon all phase out of existence. The N’zoth assault is currently up in the Vale for level 120 characters, and I think that is interfering with the phasing for low level toons.
I got on my level 120 draenei paladin, flew to the Vale, talked to Zidormi to go back in time before the N’zoth assault, and flew to the top of the Serpent’s Spine. I have the same problem. As soon as I get close, Bowmistress Li phases out of existence.
Currently, as far as I can tell, I can’t start questing in Dread Wastes. Therefore, I can’t complete my Loremaster achievement.

I agree with everything in your post except the part about the N’zoth assault. Bowmaster Li phases out in all circumstances–it doesn’t matter if the assault is up or not.
I don’t use add-ons so I’m waiting for Blizzard to fix the problem. Looks like it’s going to be a long wait.

I submitted a ticket a couple days ago. Have the same issue as I was trying to go for Loremaster of Pandaria… it’s the last area I need and go figure, can’t turn in. Any time I get to close to Bowmistress Li she disappears as others have mentioned. I tried going in on one my 120s who already has the cloak, talked to Z to go back in time and still wasn’t able to turn in the initial quest to start the dread wastes area 
The character I was trying on was 97 but is now 110… would be nice if we could get this fixed.

I have the same problem. Checked on wowhead…according to comments there as well as here, this has been going on for well over a month. A whole zone unplayable for over a month. Absolutely ridiculous.

Omg, took me so long. I thought I needed to do other quests to complete to get phased. I am trying to complete my loremaster but still unable to.
It’s not completely fixed (the meeting stone still phases out, and when you go into dread wastes, the stone phases in and the npcs on the wall phase out), but at least we can start the dread wastes chain, so yey!
going to zidormi and going back in time worked for me
I’m running into the same issue. I have talked to Zidormi a couple times and nothing changed. It’s disappointing to know the issue has been around for a month or so and the problem hasn’t been addressed.
It is now September, and I am having this problem! Blizzard, we pay you EVERY DAMN MONTH, cant you fix a simple little problem? Even simply move the NPC rather than fix the phasing problem?! Not that hard to do… FFS
Date is February 19, 2021, and yes, this issue still exists! I repeat, this issue has NOT been fixed. Even the flight master disappears. Talked to Zidormi, disabled all my addons, logged out and in, exited game, and nothing has changed. The NPC still phases out when you get too close. I’ll try the addon idea, but this is kind of ridiculous that something like this is still a huge problem almost an entire year later.
May 2021. Still a problem.
June still a problem. I tried AAP, but was only able to get the quest turn in. Now she’s just taunting me with the “!” that I’m unable to click.
which phase of the vale is currently active for you?
if you’re in the “new” phase, talk to zidormi to send you back in time to see if it fixes it for you.
and still a problem until today. i face the same. actually, i cant even see her.
