I can’t turn in the quest “Better Dead than Dread” to Bowmistress Li. She disappears when I try to turn in the quest. When I am in the Dread Waste zone, I can see her but can’t get close enough to turn in the quest. When I cross over to the Serpents Spine it’s actually in the Vale of Eternal Blossoms zone, and Bowmistress Li disappears before I can turn the quest in. I’ve read other players are having this problem too, and blocking us from Loremaster progression. Thank you for your help!
I’ve read about Zidormi from others with the same problem. I can’t find her in the Vale. I’ve only played through the content of MoP (i’m a newer player). Couldn’t find her at the Seat of Knowledge with the Lorewalkers, or underneath the Shrine of the Two Moons.

This I can confirm. My 120 toon can see Bowmistress Li on top of the Serpent Spine from Dread Waste side. Unfortunately, she phased out every time I get close to her.
I tried digging every info from wowhead, none worked.
I tried to talk to bronze dragon flight in Seat of Knowledge to go back to ‘old version’ of vale, she still phased out.
I finished every n’zoth quest from Vale, Dread Waste, Kun Lai Summit, she still phased.
It’s frustrating, my last 2 maps (Dread Waste, Kun Lai Summit) for Loremaster give me no quest at all, Dread Waste is stuck from Bowmistress Li since she gives the initial quest. Kun Lai is weird, since I already have cleared 2 storylines, but no other quest is around after the event of N’zoth.

Gah yeah see, this is exactly what I’m seeing. Except you are further along and took some of those extra steps I couldn’t or didn’t know how. I really hope they address this soon. Otherwise why even have the zones “available” 
I am at the same scenario, I just wanna progress on the Anglers rep and I can’t do it because of this bug.

I’m having this issue too, Zidormi does nothing to help. Dread Wastes is one of the last zones I haven’t touched, so I need it for loremaster. I reported a bug and submitted a ticket. Hope they fix it.

Having the same issue playing through with my current character… so obviously haven’t been doing BFA content at all. Hope we get a fix soon.

May 10, 2020. Having the same issue. All the npcs disappear when I show up on the Spine. Can’t see the flight path npc either. I guess I need to head to the other area I can work on until I hit level 100.

I’m trying to begin questing in the Dread Wastes in Panderia. The adventure guide gave me the quest Dread Space. When I arrive at the turn in point Bowmistress Li and all of the npc’s around her vanish. If I fly up high a over her, she and the rest reappear.
I’ve tried deleting quest and although she then has an exclamation mark instead of a question mark, they all still vanish when I get near.
I’ve also tried logging out, deleting add ones, and wtf folder. I reported it as a bug, but I’d like to begin questing in that area and do not see any other quests to send me there.
Edit: also, any players I see from far away near her vanish as well when I get close.
Edit 2: while flying, if my location is in the Vale of Eternal Blossoms, she vanished. She reappears when my channels change to Dread Wastes.
Edit 3: tried joining group, still disappearing.

same problem here…she always disappears when i went near her. Seems the technical team are not worried about old contents,

Checked it out on wowhead, there was this comment:
" If you’re 120 and started anything related to patch 8.3, you might have to speak with Zidormi before being able to see/interact with this NPC."
Because of the assaults being in Pandaria, it has probably thrown out the phasing. If you talk to Zidormi you can reset Pandaria to be back prior to 8.3 for questing purposes. It may not work, apparently it doesn’t always resolve the issues, but you could try it and log off and back on to see if it does any sort of reset. If not then yes, report it as a bug.

Talked to zidormi in mogushan palace in the vales. So doesnt worked this time. I remember questing in dread wastes area with the klaxxis in the black empire campaign area at one point. May jave something to do with this as well

May 10, 2020. I am having the same issue, I am pretty new and am trying to get my rep with shado-pan up and this seems to be the correct direction. Every time that I get up in that area where Bowmaster Li is she phases out of existence along with the flying guy.

There’s another possibility that hasn’t been mentioned by anyone yet.
During a Mantid lesser invasion, a player may loot an Ooze-covered Amber which starts a new non-repeating quest chain. This quest chain takes place mostly in the Dread Wastes and phases it. If you have any of the quests in this storyline unfinished in your quest log, finish it and try your Dread Wastes turn-ins again.
