My husband and I are trying to do 25 man ulduar for a transmog piece that is only available on 25 man and the raid just won’t switch to 25 man. We have the same issue with any raid that came after lich king, and we have no idea why this is. Any idea what’s going on? I’ve tried literally everything you can do in game, from making our group a raid group to checking that we are set to 25, even changing to 10man then back to 25. Nothing works!
Normal Raid Difficulty
Ulduar is no longer separated into 10 and 25 difficulties and now only supports a Normal difficulty. This Normal difficulty appears to award both 10 and 25 man gear, in addition to hard mode gear. All pieces can drop including item level 239 gear such as 
Dark Edge of Depravity and 
Fang of Oblivion.
