So I’m trying to get to Shadowlands to tame a pet. The portal there doesn’t work and Chromie won’t let me start the zone since I’m level 60 now. I’ve looked at the command board and I can’t get it to give me the Shadowlands intro quest. I’ve looked around and I can’t figure out what to do.

I’ve tried logging off and back on, accepting a ton of quests from the command board in hopes it would eventually cycle to shadowlands, none of it worked.
It looks like you started the Legion intro line, which might be causing an issue. I’d recommend completing that up through Illidari Allies to see if that clears things up.

No, that quest is from the pre-patch content. You cannot get your artifact before Dalaran moves.

No, selecting your Artifact Weapon comes well after the intro. I had just noticed that you had it started, but I don’t see an indication of if you skipped the intro. It was just really recent to your current issues, so it was a possible troubleshooting step.
If the Harbor looks like it normally does for the Legion intro, then it may be stuck in that phase for you and you can try completing that intro line:

I’m where that quest is leading me and I don’t see the person I’m supposed to turn the quest in to.
“Recruiter Lee” is supposed to be here but he’s not (looks like he’s phased). I did skip the Legion intro so I could get my Dalaran hearthstone. I tried relogging and still can’t see him.
I’m not sure if this helps but this is a fresh alt character. Generally I go to Legion to get my Dalaran Hearthstone, start WoD to get my Garrison Hearthstone, and then start questing. I just hit level 60 so I can’t talk to Chromie to start the Shadowlands intro now. I wasn’t aware we couldn’t talk to Chromie after level 60.
The quest “To the Dragon Isles” can phase Recruiter Lee, so that might be what is happening there. I cleared the Legion Returns quest for the character so you shouldn’t need it.
I believe I’ve figured out the issue. You mentioned Chromie and the Command Board, but the quest doesn’t come from either of those when you are 60+. I should have caught this earlier, but you don’t seem to have Trivial Quest Tracking active and I don’t believe you ever went to the starting NPC - Highlord Darion Mograine.
You’ll want to turn on Trivial Quest Tracking in your mini map which will show you Darion outside Stormwind Keep.
