I believe 70=80 content is now TWW so you won’t find quests in Dragon Isles since it’s tied to Chromie time now.
I have 51 toons and two-thirds can not do dragon Isles all are 50 and under. the item that teleports U to wrathion disappeared from bags there is no sigh of him or any of the quest givers.

This is still a problem even today. Just started a fresh character (void elf mage), and not getting the Dragon Isle Awaits Quests. Just FYI I have created other toons in the last week or so, and it hasn’t been an issue… so seems random?

Same here.
Non of my characters level 68+ can start the Dragon Isles questline in Waking shores and Wrathion is no where to be seen and Chromie Time isn’t available to characters over level 67.
If I make a new character it goes there automatically.
Any of my characters under level 68 were able to go to Chromie and start the The Dragon Isles Await and can see Wrathion and do the quest.
They just don’t seem like they care about this issue.

i am now able to start quest chain
After the latest update, the quest Aspectral Invitation is now showing up and I can get it on my Level 71 character.
About time.

Wrathion was not visible last night. He was there today. Maybe someone can make sense of this or maybe it can help someone else still struggling, iono.
I stopped playing partway through Shadowlands and just came back. Finished SL, nearly hit 71, but Wrathion was phased. Obviously, I don’t want to go to TWW since I’ve never played DF.
Three useless web ticket GM responses later and I decided to just make a new character and level through DF via Chromie Time this week. Completed first two chapters of DF with new alt.
I have been checking for Wrathion daily on Seraa before going to bed: he was not there last night. Woke up this morning, completed the new event quest on all of the pumpkins, then checked Wrathion and he was there today - DF campaign is now underway.
It wasn’t a weekly update since it’s Saturday and I don’t think it was simply completing a quest, because I’m pretty sure I was doing various quests in other expansions during my week of searching for Wrathion. I don’t know if sending my alt through DF had anything to do with making this visible or not, but perhaps it helps someone else since it only takes a couple hours to get to level 28 when DF can open up. It’s certainly faster than waiting on GMs to give… copy/paste responses.
This is still definitely not fixed. I’ve been trying to get Ebyssian to appear for several days now. Tried running some of TWW to see if I could get him to appear. no dice. Really don’t want to start TWW without hitting DF first.

For all 4 of my level 70 Remix: Mists of Pandaria characters, this was finally fixed.
Wrathion is now visible and he himself had the quest to go see, ahem, himself and also gave you the Dragon Scale to teleport to, well him…ROFLMAO.
Same exact thing with Ebyssian.
It would have been better if they just gave the quest to another NPC, say a guard or something that way they aren’t having you come to them to send to them, even though you’re already there. lol

My LVL 72 has been fixed. I’m so happy. Finally can continue into Dragon Isles
