I’m pretty sure the developer’s intent is that you must play TWW once you hit 70.
Sure by your statement all prior expansion quests should be also locked out. I’m Fresh level 70 and can get the start quest for shadowlands in Stormwind but not dragon isles. There are zero quests available in dragon land. So it doesn’t seem intentional.
And even if this was for some stupid crazy reason intentional, then the quests should reappear once characters HAVE played tWW and passed level 70, which to my handful of level 71’s and one level 76, they have not. But this would also be an absolutely ridiculous decision, because locking us out of content bought and paid for for any reason is always a bad call, and they’ve never locked us out of old expansions because a new one launched before. Seconding that I doubt this is intentional, and would be deeply upset if it were.
If I want to while away the hours easy-mode farming old dungeons, reps, and transmogs on a character who’s outleveled the content, that’s the classic ‘previous expansion’ experience, don’t take that away from me, Blizz.
I would also point out that it seems that Dracthyr don’t have this issue, which is another pretty clear indication this is a bug, and not intentional.
Hey, guess who had a boost lying around that they finally found a use for!
The boost flags most of the intro as complete, so boosted characters have credit for everything up through “To the Dragon Isles” completed. The next quests are available at the dock on the waking shore. This is on both a character boosted several months ago, and the one boosted today.
So, 70 boosts are not affected by the bug.

So as long as a character can get that “To the Isles” flagged complete they can enter the isles. And you can’t get that flagged unless you can see Wrathion unless you boost yourself.
If I’d have known I would have done that first step from Wrathion when my other character was in Stormwind picking up “Shadowlands: A Chilling Summons,”. I think all of use had that experience it was in our quest log and once War Within hit the quest vanished.
So, as added information to this thread, here’s what’s happened to me.
I’ve been mostly Alliance side since i came back a few months ago. After the launch of TWW and getting my main to 80 (and doing DF on a few different characters alli side), I decided I wanted to go back with another toon and do SL content to catch up on what I’ve missed. I chose my horde pally, who at the time, was 50 and wasn’t played for a good long while, probably since they revamped the leveling system. She’s probably my oldest or one of on my whole account. However, i never logged her in during current DF.
Fast forward, I go back to SL and do the campaigning and all that stuff, get to 68 and decide… I need a break from this. I’ma go to DF and level a bit and come back. Only. I can’t get DF. There’s no initial quest to be had anywhere. I checked everywhere. The zepplin, chromie, board… I tried taking the zepplin to the starting area, nothing but a fishing quest.
So, she is not remix, she’s not even 70. Still can’t get the quest.
So level 63 can get access. Do you remember if you did any of the Dragonflight pre expansion event on that character?
I guess the break point is 68.
No Dragonflight pre-expansion stuff on them.
I think that 68 is when the quest to go to Silithus pops up, so it makes sense that it’s the breakpoint. Although it’s not simply being eligible for TWW quest, as it’s also affecting non-upgraded accounts that can’t get TWW quest.
Question are all of you on account that have never done questing in dragon isles? Like none of your characters/alts did nothing in the Dragonflight expansion.
My account has no toon that leveled in that zone. I’m wondering if I get one of the lower levels up through dragon isles then it opens for everyone
I’ve done the main Dragonflight campaign and unlocked adventure mode, so that doesn’t unlock it.
I have done DF on other characters, yes. On the same account.
Absolute rubbish
Yeah, having finished on another character doesn’t let me start the campaign, I’m completely locked out of any of the Waking Shores campaign quests, but I can do the campaign for the other zones.
Too bad Waking Shores is the only one with reps that require completion of the campaign to access
Support has also been less that useless. I’ve spent the past 5 days walking them through the problem.
First it was “Oh, we can’t give quest hints” I don’t want hints, and frankly “starting an expansion” campaign shouldn’t be a “secret.”
Then after explaining that they gave me the hints anyway which was just “Talk to the NPC in stormwind to start the quest!” Yeah, I literally said in the ticket they aren’t there.
Now it’s “Oh, you completed the quest on one character back in August!” Yeah, cool, that doesn’t help me now and as I already explained it covers every 70 on my account that hasn’t done the quest which is like a dozen 70s I have from Timewalking / Radiant Events.
I don’t understand why this is such a hard concept for them to understand
When the pre patch went live Dragon Isles became a Chromie for all and allowed access for all. The start quest line became redundant . You could teleport
The entire Waking Shores campaign is not “redundant.” We’re not talking about a removed breadcrumb, but an entire zone’s worth of main quests being locked out.
This was reported over a week ago and there’s still no acknowledgement from Blizz? that’s really concerning. Not a minor bug, this locks out a huge chunk of content.
To you and apparently a decent number of Blizzard support reps: Read the whole complaint please, so that you do not offer information or ‘fixes’ that have already been addressed by people reporting the issue. It’s not that the start quest line isn’t working, but we can still just teleport in and play as normal. In fact, that explicitly does not work, as I have personally reported. The entire Waking Shores campaign and thus a significant amount of story content and activities including an entire rep faction are locked behind that quest chain and thus not working for any character that hits level 68 before doing it - and you cannot at that level access Chromie time, so that is not a workaround. They should be ‘allowed access for all’ - but they are not, because if you’re level 68 or higher, you’re locked out of them.
This is not (I assume) a case of ‘working as intended’. This is a bug. Or at least it had better be, because if locking 15+ of my characters out of an entire zone of content just because a new expansion has launched is ‘working as intended’, I have concerns, and clearly others feel similarly.
They think if they make everything maximally confusing and contradictory it will give players who like to pretend they discover everything on their own more stuff to discover. They think if missing npc’s and questlines that are dead ends will inspire new and returning players to spend an infinite amount of /timeplayed trying to figure it out on their own without using google to look through dozens of websites, many of which are out of date and can’t possible help.
Maybe there’s a guy in a cave in the badlands you need to kill to get a book off him that will tell you what you need to do.
