Is it plan to fix anytime soon the issue with not being able to restore deleted char on locked servers?
There was a blue post about blizz implementing a paid service to restore deleted toons
Message support, they restored mine even though they were level 1 toons.

Yup, just told them transferred and lost it on the way after the server was locked
