I don’t see an answer, so I am assuming you didn’t get one to fix this. :-/ I am having the same exact issue.
I have the same problem have been trying to find a way to start the scouting map quests for a few days now. put in a support ticket was told there was nothing that could be done and that i should put in a bug report. i wish there was a solution to this because this keeps me from being able to get the achievements and move forward with questlines.

I just got word from QA and it looks like we may be making some headway into this one. I don’t have an ETA on when a resolution may be available, but we do seem to be closer to having one.

Update: A Hotfix went out recently. Please check the Scouting Map to see if you can now select a zone.

If your horde i figured it out ,
For people having a problem of getting quest 47514 / Zuldazar that many of us that are going back for either hunter pets off quest, lore or just trying to finish all the quest. Many people are looking at their area map and see the main quest(shield wit a “!” in middle) but its not on the scouting map or above it in The Great Seal in Drazar’alor. I am a level 70 hunter, did mostly everything in DF and went back for a pet. I had a really hard time trying to get the main quest to end up at blood gate quest. I found no answers in forums of support, bug or game masters. Took a few weeks but I figured out why, it wasn’t a phase from 10.1.5 either.
Well , well, well … I fixed it and found the answer. Even tho the quest shows up on area map doesn’t mean its there on scouting map or hover over it and won’t let you receive it.
You have to open all the main quest/chapters( the ones with shield and “!” in middle of it, these I will call main chapters for later use in this statement) first in Nazmir and Vol’dun . I did Vol’dun first and then Nazmir BUT they wont show up on map if you happen to not accept them before, drop quest or ect. How I found my solution was I went to the main chapter starting point in Vol’dun which is Vulpera Hideaway and seen the main chapter quest there, just one but was first one. They are also not highlighted, bold or anything on map until you start one of the main chapter quest. if you dont finish the quest line and are going to log out at least keep one of them to follow later.
Now Nazmir was different was different because I couldn’t find the first main chapter quest line or quest. Since I did it second I don’t know what I am going to say next would be same in Vol’dun. How I found the main chapter quest in Nazmir was I looked really close to the map and seen really faded yellow “!” on map , no shield remind you. There was a lot of bright “!” and they were normal quest, the faded out ones were regular quest and some were main chapter quest. I was flying around for hours trying to find a main chapter quest and couldn’t find any so then I looked at all the faded and bright quest till I found one main chapter quest in Zul’jan Ruins.
I finshed all those main chapter quest and was sent back to The Great Seal in Dazar’alor and there it was the Zuldazar quest 47514 on scouting map to start that chain of main chapter quest.
I will post this on some of the bug / support pages i looked at earlier that people were having problems with. I type this all out for you just in case someone else comes up with same problem later and you could help them. Have a great day and may the HORDE WIN , lolol,
