Same for me on SilverHand
I have the same issue on Stormrage. Did a time rift last night and found I couldn’t spend anything with the vendors. Went to bed thinking it was something that will be patched Wed. Just logged on and still can’t buy anything from them only the repair person. Tried disabling all my addon’s thinking maybe something broke there, but nope still nothing.

Same problem for me, I cannot interact with Time Rift Vendors
Same: cannot react with any dreamsurge vendor.
Same on MG; vendors are AWOL.
Update. I logged in and was able to use my Dilated Eon Canister for 467 1/8 s4 gear from Shi Everbreeze. However, all of the other vendors are gone. Apparently I logged in as they were being fixed, they all appeared. Fixed on Area 52
Rift vendor strike appears to be over on Dath. Will check dreamsurges in a bit.
edit: yep dreamsurge vendors have returned to their normal duties. Issue fixed.
For those wondering, the paracausal items have been moved to Shi Everbreeze. Unfortunately, they are now offered at Explorer track level (compared to S3 which was on the Adventurer track).
