This character has been stuck in war mode since I created her with the 110 boost. Even when I try to toggle off PVP in Stormwind, it tells me I will be unflagged after 5 minutes but never actually disables PVP. If I fly outside of SW, PVP is toggled back on. Please help. Thanks!
Open your talents and along the right side is a warmode option.
You need to click on that to disable warmode, not toggle pvp off.

Are you using the war mode toggle in your Talents pane? That’s different from the /pvp command.
Do you have any PvP quests? Those will maintain your PvP status until they’re removed.

Just to clarify, how are you doing this?
To toggle War Mode, you need to be in Stormwind and then open your Talents menu. The War Mode option is listed under the PVP Talents on the right side of that menu.

You can only turn ON War mode while in your faction’s capital city.
You can turn it OFF at any Innkeeper (rested area) in the world.
It sounds like you were toggling the PVP flag on your character icon. That isn’t the same as War Mode.
