On the highmountain banner it says I’ve got to be level 45 to get the heritage armor. I reached level 45 on my druid but it wont let me get the quest for the armor. Is there something off?

It says level 50 is needed.

The banner say “To Unlock this race”.
Aye, I think the confusion here is regarding unlocking access to the Allied Race and unlocking Heritage armor. These are two separate processes.
Once you have a level 45 character, and earn the achievement “Ain’t No Mountain High Enough” you can begin the process to unlock the Allied Race.
However, in order to unlock the Heritage Armor of an Allied Race you must level them up to 50 and complete the offered quest.
Noteworthy from the article shared by Saosao:
The following will prevent you from receiving your Heritage Armor:
- Using the Character Boost service
- Purchasing a Faction Change or Race Change for that character
