Same problem here.
Plus: I have Double Agent achiev, but I never leveled an Horde character til max lvl. Also never had 5 char max lvl, but the game says I have both achievs since 10/13/2020 (when I was offline).
No no, I got the heart. I got the quest where Magni asked me to come to Silithus and get the heart, got it, and then as soon as I got the heart and the generic first piece of Azerite, it just stopped, nothing further, no quest to send me to Kulâtiras.
ahh alright yea i have no idea why they still ignoring us they know this for a fact after al these ticket and forum postst but than again for some reason it started after the hotfix only affecting alliance i tested my hord and they get the quest just fine, so apparently they did not disable it by accident, i still dont know how 1hotfix can literally delete acces to the entire current expansion for alliance.
This character was level 110 prior to patch 9.0.1. I already had the âHour of Reckoningâ quest. So when 9.0.1 hit and the level squish brought me to 45, I turned in the âHour of Reckoningâ quest in Stormwind harbour and skipped âThe Battle for Lordaeronâ scenario. I expected to get âA Dying Worldâ immediately, but I didnât. With no other quest for BFA, I chose the WoD timeline from Chromie and went on to hit level 50 in Draenor.
Once I hit level 50, I got the quest âA Dying Worldâ to meet Magni in Silithis. I turned in the quest to Magni, ported into the heart of Azeroth room and then turned in âInfusing the Heartâ quest. And thatâs it⌠No more quests to do to take me to BFA. I noticed Boralus portal was unlocked in the Stormwind portal room. After porting to Boralus, I was able to unlock world quests. But no quests to purse war campaign or Nazjatar or legendary cloak.
9.0.1 broke BFA and Iâm baffled no one caught this in testing.

I had my Alliance Hunter sitting there at level 110 all BFA expansion and I did not work on her at all. Since we are all waiting on Shadowland I thought I would level her to 120 (well level 50 now). I ran the Battle of Lordaeron scenario and completed it. After that I am supposed to get a quest to get my necklace, I got nothing. So I canât unlock any BFA content on this toon. This is annoying and should be fixed.

its already 2 days after the hotfix and still not fixed so will take atleast another week

We all know if it was a paid service that went down it would have been fixed already.
Returning players hit by this, how many do you think will stay. As if this **** continues iâll unsub and ask for my refund of the xpack.
If I was a new player unable to access content i paid for i wouldnât stay ether.
Blizzard needs to up its game.
i play the game for 15 years now im just used to it thats why im saying i know for a fact they know about it but blizzard is not gonna fix just 1 issue they wait till they have a list of fixes ready to implement another hot fix and thats when they gonna fix this issue so im telling you know its gonna last atleast a solid week
okay little update here i maded a a human warlock i did the exileâs Reach and did NOT SKIP the stormwind tour and that gave me the tides of war quest to go to bfa lol

Yeah, Iâve heard people saying this bug only happens if you skip the tour of Stormwind after leaving Exileâs Reach.
yea so that means characters on lvl 10+ who did not do exileâs Reach or allied races are screwed but im not gonna change my ticket i still said in it to blizz that even the exileâs reach and not skipping tour also dont give quest maybe their brain will work a bit quicker on a fix than
maded a new ticket with all the forums links in it and the issue maybe they read it that way its 7 links with post about this issue
Iâm glad I found this thread because I was pulling out my hair over this tonight. Here was my experience:
I leveled two Alliance characters from around 40-something to level 50 this week via Chromie Time (specifically Legion content). At level 50, both were ported back to Stormwind, and both auto-received the Magni quest to go to Silithus.
The one I dinged 50 on a couple of days ago (Thursday?) immediately had the pop-up quest for Tides of War as soon as he was auto-teleported to Stormwind. It had been offered by the guard at the Heroâs Call Board the entire time, too.
The character I hit 50 on tonight (Saturday) did not receive the Tides of War quest pop up, and itâs not available from the guard at the Heroâs Call Board, either. The character was auto-teleported to the front gate of Stormwindâs castle with no in-game explanation as to why (although it would normally be for the BFA intro). I also enjoy the intro questline where you go with Jaina to meet her mother and have to escape the prison, so I really want to run it on the character in question and future characters. 
EDIT: For what it is worth, I did not do Exileâs Reach on either of those characters or any other character I have so far. Both of those characters were already around 104 in WoD/Legion content before the prepatch and in the mid-40âs after the prepatch.

the only way to get the tides of war quest is by making a lvl 1 non allied race character do the exileâs reach and dont skip the stormwind tour, outside of that any other class no matter what level u are if its 10 20 30 40 or 50 doesnt matter wont get the tides of war quest same for allies races etc etc⌠so only fresh lvl 1s after exileâs reach and stormwind your get acces to the quest now just tested it

I was sitting here thinking I was going to be in the same boat. No quests available at all, except for the âMeet Magni in Silithusâ quest. After a while I decided I might as well do it. Went back to Boralus, and low and behold, Wyrmbane had the Uniting Kul Tiras quest for me.
yea thats just the quest to to unlock the world quests thats not what we all are on about we are about the tides of war quest that u need to unlock all the other bfa content like for lvl 10 chars to level their and for max lvl characters t unlock the other stuff there like mission tables etc etc war campaign etc etc
so basically u are in the same boat if u wanna do the rest of the bfa content
unless u already unlocked it and already did tides of war quest before the latest hotfix
Done on 4 or 5 other characters but a 110 alt has no access to BFA questing nor the necklace. I believe I had the autoquest before the prepatch but may bhave abandoned it as I was continuing with Argus quests at the timeâŚ
tides of war quest u get it from the guard next to the command board thats the only quest to unlock to bfa and that quest is removed or dissapeard after the latest hotfix and thats why tons of poeple talking about it here on 7 different threads in hope blizzard will fix this cause no one one lvl 10 can level there and no one on higher or max lvl can unlock that for max lvl content apart from a couple wqs
Happening to me too. I just hit 50 on a LF Draenei, made after the patch, was able to get my Heart of Azeroth but thatâs it. Couldnât even port back to Boralus because the portal just didnât exist for me yet. There seems to be nothing else for me to do besides pick up the WQ unlock quest. I canât start the cloak, get essences, etc. Seems like they didnât plan this out very well.
