Wife can’t find Dark Ranger Velonara at the hunter lodge. No combination of abandoning the quest, sharing the quest or using tricks with party sync has made her appear. We went as far as trying to start the quest line for the hunter lodge, but after the initial quest to go to the hunter lodge we get nothing.
The whole quest line has been absolute junk, seriously please spend more time beta testing. Me and my wife wanted to get out dark ranger outfits, we spent more time abandoning quests, sharing quests, and using party sync then the actual quest it’s self. I can’t not express the level of frustration with out using some four letter words.
Dont u have to do the return to lorderan quest line to unlock the dark ranger xmog.

You can buy the transmog from Outfitter Reynolds in the class hall once the Lordaeron questline is completed.

we did finish the Lordaeron quest first, And it was filled with bugs, That guy in Maldraxxus who’s name slips my mind. That guy would not appear, had to abandon quest and party sync just to get him to show up. Then she had to fly back and pick up the quest after abandoning it. The whole process took 45 minutes, longer then the quest it’s self.
It sounds like your wife may not have done the Hunter Class Hall chain, you mention starting it. I do not have a hunter to check at the moment but it’s highly likely you need to progress a bit into the class ball to make the required noc appear.
Just a suggestion though as I don’t really know. But try having her get the place set up and see if the needed.npc doesn’t appear.
The OPs wife doesn’t need to find Dark Ranger Velonara at the class hall. They need to go to Outfitter Reynolds next to the wall map to buy the appearance.
