I see the quest giver on map, but it is not at the location indicated. Disabled all add -ons, still cannot find him.
Did you check to see if they are on a different level of the building than you are?
Which calling are you looking for? As Jetsum said, the folks offering them are on different levels in the Heart of the Forest.
You might also check if you have any campaign quests that intersect there.

Yes I did. Nothing above or below. other people see him.
I know people in Kyrian covenant were having this issue if they were on a certain quest of the covenant campaign where the NPC was in another zone temporarily. Do you maybe need to complete a quest first to see if they show up? I haven’t progressed very far into the Night Fae chain myself to know if there is one like that, but figured I’d mention it.

It looks like you currently have “Kivarr’s Den”, which is part of the campaign quest. You might try completing those quests.

I have the same problem, can’t the quest givers be placed outside of phasing areas?..
Please don’t necro long dead threads as that is frowned upon by the CSF’s who deal with this forum. Also, if you would like to make such a suggestion, then you would want to do so in the Quests forum so that the people who can make such game changes can view it and take it into consideration.
