Cant convert crests (posted w/ wrong char at first)

Hi, I have a ret paladin ilvl 635 on Dalaran server name Stinkroot. All slots are higher than ilvl 593 for sure. Still dont have achievement that lets me convert crests despite adequate gear. The quest “Transmutation Station” never popped up as far as I know. Not sure if I’m doing something wrong! Thank you!

edit: saw in another post to run macro /run local n=tInvert(Enum.ItemRedundancySlot),a;for i=0,16 do a = C_ItemUpgrade.GetHighWatermarkForSlot(i); if a < 606 then print(a, n[i]) end end

This came back with
463 main hand
183 offhand

Doesn’t seem right to me. Unequipped and reequipped all gear to no effect as well.

The achievement “Weathered of the Undermine” unlocks when all slots are acquired at 636 or higher.
