I am trying to get to Argus on several Horde characters but they all run in to the same problem. I can do everything up to accepting Hand of Fate from Khadgar but when I go to Bladefist Bay, the boat and everyone on it just aren’t there. I’ve tried a couple solutions aimed at fixing the phasing of Durotar but there aren’t even any more trivial quests in the area. I have no problem when trying on my one Alliance toon.

Having the same issue. Just completed the quest line on my alliance mage acouple days ago. Now on my horde DK, the boat is missing in the bay to turn in the quest hand of fate.

Definitely smells like a phasing issue. Maybe one of the forum moderators can take a look and give you some guidance. Sometimes the mods can see if there’s a quest or other issue that’s keeping you in the wrong phase. Hopefully is something as simple as that.
You may have already tried this, but you could also try dying. There are some weird debuffs that cause quest issue which can be cleared by dying. It’s a long shot, but pretty simple to try.

From what I can see, Triploa, the docks in Bladefist Bay don’t look right, which is likely a phasing issue.
It doesn’t look like you have completed the Legion intro on that character. Can you try doing that? You may have the option to skip when you talk to Holgar Stormaxe, so I would start there.

Just tried and no change. I phased into a new Durotar as soon as I started the Legion intro, still without the boat, and then went back to the original after completing it. Also, I first found the problem on my paladin Tripolari which has had done all the Legion content leading up to this.
I’d definitely post in the Bug Report forums, Triploa, just to make sure our QA team has the report. Provide what details you can, like that you completed the Legion intro quest, etc…

Same issue for me on max level DH. Upset after spending time going through the quest line this week only to get stuck at the bay with nothing

super annoying. i have been trying everything i can think of for hours to complete this quest. i made a dragon hunter and now want a pet from there and cant finish the stupid quest to allow me off the vindicator. did it all on my alliance and it works just fine… no lady liadrin on horde to turn in… really sucks its just submit a bug and wait to get to years old content im sure that will be the last thing they are interested in fixing with all the stuff going on with current content… smh.

Update: I posted this problem on the Bug Report forum and although it hasn’t gotten any response from Blizzard yet, someone found that talking to Ebyssian and starting the Dragonflight intro makes the boat appear. This worked my my paladin who had not already done any Dragonflight content but the problem is still there for characters who have.

Just to help: The bug reports forum don’t get a reply from Blizzard unless they need more info on a given bug. Their job is mainly to get the reports, sort them and send them to the devs and QA to look into.
