Anytime I try log into battle.net it is painfully impossible. Always just the swirling circle.
Tried several times to log into the website to cancel and couldn’t, now I can’t even submit a request for a refund.

Try different browser or mobile.
Yep, still the same issue, just a circle over and over, amongst 2 browsers and devices.
Was your phone on WiFi or cell data? If wifi, try turning that off and trying again.
You can also try incognito mode on browsers and clearing out your cookies.
If you’re able to, you can also just go to your wallet and remove the payment method linked to your subscription.
A free VPN could also be a possibility.
Since you have been able to log into the Forum, it’s odd that you can’t log into your account. However when you attempt to log into the website what is happening, assuming your trying to log in on through a web browser, are you using a saved bookmark? If so maybe try launching the account settings page, by clicking on your user name at the top of the forum page, and then selecting account settings.
Prior to doing this you might want to reboot your computer, and also clear the cookies and cache of your web browser, while this can be annoying, sometimes it will fix issues like this.
Lastly are you trying to connect to Blizzard from a region, or managed network or firewall that could be blocking some traffic?

My wife and I are having similar issue trying to refund a transaction. Both of us have been sitting on the Refunds page where it has says “We’re processing your request. Please leave this page open and we’ll update you as soon as we’re done.” She has been siting staring at the spinning wheel icon since 1:25pm est. I have been on the same page for 22mins. We have tried 4 different browsers (3 on desktop and 1 on a tablet), and the mobile app, cleared cache and cookies and none of it has done a thing.
