Tried class trainers, garrison npcs and even went all the way down to the White Tiger Temple. This character is level 45 paladin on my level 50 shaman i can acess them from Garrison NPC.
I have had no issue with doing Proving Ground with any level 50 character, but can’t access it on any character lower that that. There may be a new level restriction on Proving grounds.
I guess it makes sense. Gonna check my other characters , TY.

You could give feedback on it in-game on the Help menu, or in General Discussion, if you feel it should be open to lower-level characters.
Yeah it opens up at level 50. Bad design . Gonna leave feedback.
